Step Two:
Before participating in ANY Internet Program, review above stated details of the Program, and then ascertain if you feel comfortable with the Web Site and the Owner(s). In any event of a scam or fraud by the Web Owner / WebSite, you can locate them and report them to the Internet Fraud Authority.
Step Three:
Search with the Internet Service Provider (ISP), for the IP Address belonging to the Website / Organization, lookup their email contact and record that data some where. In any event of a scam or fraud by the Web Owner / WebSite, you can file a complaint and report to the ISP for Abuse or Internet Fraud. (obtained information from an official Whois Registrar is good enough to put those persons under Investigation by The Proper Authorities. With these Power Tools you can help force the Scammer To be closed down for Business.)
Step Four:
If you got deceived, submit full details of the Web Site details information (refer to step one) with your e-payment confirmation and file a complaint email to the following Authorities to alert them of the Internet Fraud:
2. ISP Provider; (See Step 1 for their Info ! And complain to them). 3. Locate authority for that country (refer to web Registrant pc(station) address)
then search on Internet for address info for that authority and file your complaint with them. 4. Email E-Payments Services & CC to Web Site Owner.

As a last comment; If you are an investor, you should take note on Web Sites ISP registered in un-privileged countries, in any case of fraud you can address your problem to the locale authorities and Police, to expose the cheaters web site.
If possible put the fraudulent website on as many forum pages as you can to draw attention to the website from other investors, so they can help to obtain email contact of the locate police authority.
